James Roy Rowland, Jr., was born in Wrightsville, Johnson County, Georgia, on February 3, 1926, to Superior Court Judge and Mrs. J. Roy Rowland, Sr. He attended Wrightsville Primary School and Wrightsville High School, graduating in 1943. He was also an Eagle Scout. Rowland briefly attended Emory University at Oxford, Georgia, as a pre-med student prior to his enlistment in the U.S. Army, serving from 1944 to 1946.
